Creates the Oklahoma School District Facilities Energy Conservation Program requiring all public school districts to develop and implement organizational behavior-based or performance-based energy conservation programs, with superintendents overseeing vendor selection through a request for proposal process.

Establishes a target of at least 20% cumulative energy savings by 2020 compared to 2015 fiscal year utility consumption while maintaining or improving operational environments during occupied facility times.

Requires programs to benchmark facility energy usage before implementation using commercially available energy accounting software and include consideration of local utility partnerships for demand-side management and energy efficiency programs.

Mandates the program be fully funded through existing school district budgets from energy cost savings, with an initial fee-free period not exceeding 12 months before vendor fees are due and free ongoing support from vendors if the state substantially continues the program.

Exempts school districts that developed similar programs prior to November 1, 2015 that meet the 20% savings objective; requires affected districts to submit a request for proposal by May 1, 2016; becomes effective November 1, 2015.
