Creates the Task Force for the Study of Caregiver Insurance with representatives from the Department of Labor, Oklahoma Employment Security Commission, State Department of Health, Department of Human Services, and five legislative/gubernatorial appointees.

Requires an organizational meeting by August 31, 2015, with a majority quorum needed for all actions including preparation and approval of the final report.

Directs the Task Force to study wage compensation for individuals unable to work due to personal sickness or injury, family member illness, or birth/adoption/foster care placement of a child.

Requires the study to include benefits of employer-led work-life balance programs and recommendations for structuring a statewide caregiver insurance program based on temporary disability models.

Mandates submission of a final written report to the Governor, Speaker of the House, and President Pro Tempore of the Senate by November 1, 2015, with the Task Force terminating on January 1, 2016.
