Amends 21 O.S. Section 644.1 to modify the definition of "prior pattern of physical abuse" in domestic abuse cases to require three or more separate incidents within a twelve-month period instead of the previous standard.

Changes evidentiary requirements so that prior incidents must be proven by sworn testimony of a third-party witness to the alleged physical abuse or by other admissible direct or circumstantial evidence independent of the victim's testimony.

Maintains felony conviction punishment of up to 10 years imprisonment in the Department of Corrections and/or a fine not exceeding $5,000 for domestic abuse with a prior pattern of physical abuse.

Defines "prior pattern of physical abuse" to include incidents involving current or former spouses, dating partners, household members, intimate partners, parents, children, or other related persons.

Becomes effective November 1, 2015.
