Increases the monetary jurisdiction of special judges in civil cases from $10,000 to $250,000 for actions to recover money where the amount claimed does not exceed $250,000, and counterclaim or setoff does not exceed $250,000.

Increases the monetary limit for actions for replevin from $10,000 to $250,000, though nonlawyer special judges remain limited to $1,000.

Authorizes special judges to serve as referees in any matter before district court and to perform the duties of a magistrate in criminal cases.

Act becomes effective on November 1, 2015.
