HB 1378 Summary

• State Board of Education must promulgate rules for administering Oklahoma School Testing Program criterion-referenced tests in the primary language of students with limited English proficiency and English language learners.

• School districts must annually provide information to students, parents, and the public about the proper meaning and use of tests administered under the Oklahoma School Testing Program.

• Students enrolled in online courses from non-resident school districts or charter schools must be provided alternative testing locations, with districts offering such courses responsible for all associated costs and required to provide at least six locations statewide (at least one in each state quadrant and each metropolitan area).

• State Board of Education must establish and post sample test item banks and criterion-referenced sample tests on the Internet to allow teachers to create classroom assessments and communicate test expectations to teachers, parents, and students.

• State Board of Education shall seek to implement an electronic delivery system for all program tests to enable computer-based assessments, with authority to stop or cancel online assessments if disruptions or delays occur and administer by alternative means instead.
