Creates the "Protection of Human Life Act of 2015" in Oklahoma law codified as Section 1-735.2 of Title 63.

Defines "human embryo" as a living organism of the species Homo sapiens at the earliest stages of development, including the single-celled stage, that is not located in a female's body.

Prohibits knowingly conducting nontherapeutic research that destroys a human embryo or subjects it to substantial risk of injury or death, transferring an embryo known to be subjected to nontherapeutic research, or using cells or tissues obtained through such violations.

Excludes in vitro fertilization with embryo transfer, diagnostic tests for future child care, and adult stem cell extraction from the definition of prohibited nontherapeutic research.

Establishes violation as a misdemeanor punishable by county jail incarceration for up to one year; becomes effective July 1, 2015, with emergency clause for immediate effect upon passage and approval.
