Changes the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) to increase the qualitative assessment component from 50% to 70% and decrease the quantitative component from 50% to 30% for evaluations beginning in the 2015-2016 school year and thereafter.

Modifies the quantitative component's student academic growth measurement from 35 percentage points to 15 percentage points, with other academic measurements remaining at 15 percentage points.

Allows school districts with average daily attendance over 35,000 to continue using up to 50% quantitative components at their own expense, regardless of State Board of Education adoption of new percentages.

Becomes effective July 1, 2015, with an emergency declaration allowing immediate effect upon passage and approval.
