Amends Oklahoma Self-Defense Act to allow handgun license applicants to complete firearms safety and training requirements through interactive online courses approved and certified by the Council on Law Enforcement Education and Training (CLEET), in addition to in-person instructor-led courses.

Directs CLEET to establish criteria for approving online firearms safety and training courses available electronically via the Internet, with the same requirements as in-person courses including demonstration of competency and qualification with a pistol.

Maintains existing application procedures for handgun licenses, including the $100 application processing fee, background checks, fingerprinting, and submission requirements to the Oklahoma State Bureau of Investigation.

Establishes that both online and in-person training courses must result in certificates of successful completion and certificates of competency and qualification, valid for three (3) years, before applicants can submit handgun license applications.

Declares an emergency, making the act effective immediately upon passage and approval.
