Amends statutes governing lease revenues and oil/gas royalties from Southern Oklahoma Resource Center of Pauls Valley to redirect funds to developmental disability programs after the facility closes.

Revenue from leases of surplus land at the Resource Center goes to a special clearing account for residents' benefit while the center operates, then to community households for people with intellectual disabilities after closure plus three months.

Oil and gas royalties, bonuses, and delay rentals from Resource Center lands are deposited in the center's revolving fund during operation, then redirected to community households for intellectually disabled persons after the three-month post-closure period.

Requires Department of Human Services to promulgate administrative rules for fund management and submit annual itemized reports of all income and expenditures to the Governor and legislative leaders.

Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
