Amends 17 O.S. 2011, Section 139.110 to provide exceptions to the prohibition on Corporation Commission regulation of high-speed internet access and broadband service providers.

Requires internet access service providers to comply with net neutrality principles, including prohibitions on blocking content, discriminating against lawful applications or services, charging content providers beyond standard end-user fees, and prioritizing traffic for certain providers.

Prohibits internet access service providers from preventing users from attaching lawful devices, refusing service upon reasonable request, or installing network features that impede compliance with these requirements.

Requires internet access service providers to disclose detailed information to consumers and the public about service speed, nature, limitations, and network management practices affecting ordinary broadband use.

Directs the Corporation Commission to promulgate rules within 90 days of the effective date to ensure provider compliance and to define "reasonable network management" as an exception to these restrictions; effective date is November 1, 2015.
