Amends Oklahoma statute to require the Oklahoma Health Care Authority to maintain the Advantage waiver option and develop a Section 1915(j) waiver program.

Establishes a cash and counseling program focused on personal responsibility through self-management and direct distribution of budgets to program participants.

Ensures existing benefits are not terminated or decreased for either the Advantage Waiver Program or Section 1915(j) waiver as a result of the cash and counseling program development.

Requires participants to receive monthly budgets based on individual needs and authorizes use of budgets for personal care services and home modifications.

Directs the Oklahoma Health Care Authority to deliver written notice to all Advantage Waiver Program participants informing them they may hire friends, family members (including spouses), or neighbors to perform home care services.

Establishes programs for state incentives to Oklahoma citizens for long-term care planning and stronger private/public partnerships at the community level.

Effective date: November 1, 2015.
