Increases the minimum salary schedule for Oklahoma public school teachers beginning with the 2015-2016 school year, replacing the 2013-2014 schedule with higher salary ranges across all experience levels and degree categories.

Establishes salary minimums based on years of experience (0-25 years) and teacher qualifications: Bachelor's degree, National Board Certification, Master's degree, Doctor's degree, and Master's degree with National Board Certification.

Defines "fringe benefits" to include retirement benefits (excluding certain contributions) and flexible benefit allowances distributed by the State Board of Education and State Board of Career and Technology Education.

Requires degrees to be from colleges recognized by the State Board of Education and mandates acceptance of out-of-state teaching experience from accredited school districts for salary increment purposes.

Becomes effective July 1, 2015, with an emergency clause declaring the act takes effect immediately upon passage and approval.
