Establishes the "Oklahoma State Government Open Documents Initiative" requiring the Chief Information Officer to develop and maintain a searchable online portal at documents.ok.gov for public access to state agency publications.

Requires state agencies, boards, commissions, and public trusts to submit searchable electronic versions of all required publications to the documents.ok.gov website in indexed format.

Mandates the Director of the Department of Libraries and Chief Information Officer to publish biannually a listing of agencies failing to comply with publication requirements on documents.ok.gov.

Requires the Attorney General to immediately institute mandamus proceedings against non-compliant agencies following publication of the non-compliance listing.

Effective date is November 1, 2015.
