Amends Oklahoma Statutes Title 63, Section 1-270 to require the State Department of Health to establish and coordinate a statewide coordinated system of care for stroke as funding permits.

System must include recommendations from the Oklahoma Hospital Advisory Council and medical experts in stroke care, and collaboration with professional organizations advocating for evidence-based stroke treatment.

Requires measures to raise awareness about uncontrolled high blood pressure and diabetes as stroke risk factors and promote preventative medical care.

Mandates utilization of state-recognized stroke hospital classifications and protocols for evidence-based pre-hospital and interfacility assessment, treatment, and transport of stroke patients by emergency medical responders.

Permits the State Board of Health to promulgate rules as necessary to implement the act, effective November 1, 2015.
