Amends 21 O.S. 2011, Section 1289.6 to regulate conditions under which firearms may be carried in Oklahoma without a handgun license.

Permits carrying loaded and unloaded shotguns, rifles, and pistols openly (not concealed) for hunting, sporting events, military functions, recognized police functions, entertainment, lawful self-defense on owned/controlled property, and other legitimate purposes.

Prohibits law enforcement officers from disarming or physically restraining individuals carrying unconcealed weapons on property they own, lease, rent, or legally control when there is no reasonable and articulable suspicion of other criminal activity.

Permits carrying unloaded firearms when traveling to or from residences or vehicles to designated firearms repair, trade, hunting, or shooting venues.

Effective date November 1, 2015.
