Amends Oklahoma law to permit carrying of knives without a handgun license under specified conditions including hunting, sporting events, military functions, police functions, entertainment, self-defense on owned/controlled property, and other legitimate purposes.

Prohibits law enforcement officers from disarming or physically restraining individuals carrying unconcealed or concealed weapons on property they own, lease, rent, or legally control unless there is reasonable and articulable suspicion of other criminal activity.

Permits carrying of unloaded shotguns, rifles, and pistols without a handgun license when traveling to or from private residences or vehicles for firearms repair, sale, hunting, safety courses, or target shooting activities.

Allows educational, recreational, and exhibition activities involving firearms if approved by the property owner and activity sponsor.

Becomes effective November 1, 2015.
