Authorizes any school district or individual school to establish a pilot program serving children at high risk of entering the juvenile justice system.

Requires pilot programs to identify at-risk child populations and develop programs to provide services to these children.

Mandates programs coordinate state and community services and resources to assist high-risk children and their families.

Requires incorporation of school and district-level professionals and resources including teachers, administrators, counselors, school resource officers, and alternative education programs.

Requires programs to monitor, evaluate, and review implementation and conduct comprehensive assessments of needs and necessary assistance for at-risk children.

Takes effect November 1, 2015.
