Re-creates the Board of Tests for Alcohol and Drug Influence and extends its termination date from July 1, 2015 to July 1, 2022 under the Oklahoma Sunset Law.

Board membership consists of 8 members: deans from Oklahoma State University College of Osteopathic Medicine and University of Oklahoma College of Medicine, Commissioner of Public Safety, Director of Oklahoma State Bureau of Investigation, State Commissioner of Health, Director of Council on Law Enforcement Education and Training, one certified peace officer selected by Oklahoma Sheriffs and Peace Officers Association, and one person selected by Oklahoma Association of Chiefs of Police.

Chair and vice-chair shall be elected from board membership every two years; the Dean of University of Oklahoma College of Medicine receives written appointment as chair.

Removes the Board's authority to appoint a State Director of Tests for Alcohol and Drug Influence and Administrative Assistant to the Board.

Authorizes the Board to prescribe uniform standards and procedures for screening tests and collection of specimens for determining alcohol and drug presence or concentration.

Becomes effective July 1, 2015 with emergency declaration for immediate effect.
