Amends 70 O.S. 2011, Section 11-105.1 to authorize Oklahoma school districts to provide sexual violence, domestic violence, dating violence, and stalking awareness and prevention programs to students in grades seven through twelve.

Programs may address consent to sexual activity and educate students about the affirmative consent standard, defined as an affirmative, conscious and voluntary agreement to engage in sexual activity.

Programs may be offered as a separate program or integrated into existing sex education classes; all curriculum and materials require superintendent approval and must be made available to the public online through the school district website.

Parents or guardians retain the right to object in writing to prevent their child's participation in the program; students enrolled in alternative education programs are exempt from these requirements.

Declares an emergency, making the act effective immediately upon passage and approval.
