HB1511 Summary

• Amends 26 O.S. 2011, Section 7-114 to modify the documents that satisfy voter identification requirements by requiring proof of identity to show the voter's name, photograph, valid expiration date (with exceptions for military IDs and indefinitely valid cards), and issuance by the U.S., Oklahoma, a state educational institution, private higher education institution in Oklahoma, or a federally recognized Indian tribe.

• Allows county election board voter identification cards to serve as proof of identity without meeting photograph and expiration date requirements.

• Permits voters unable or unwilling to produce proof of identity to sign an oath-based statement and cast a provisional ballot, which is counted only if the voter's name, address, date of birth, and driver license or Social Security number substantially match the voter registration database.

• Allows voters who legally changed their name or address but have not updated their voter registration to note these facts on the affidavit and submit a form to update their registration information without invalidating their provisional ballot.

• Establishes that false swearing or affirming under oath constitutes a felony punishable under Section 16-103, with penalties clearly stated on the statement form; becomes effective November 1, 2015.
