HB 1522 Summary

• Amends Oklahoma's education accountability system to require annual reports of the Oklahoma School Testing Program to include student achievement results and performance descriptions of schools receiving state funding, including those in the Lindsey Nicole Henry Scholarships for Students with Disabilities Program.

• Maintains the five-grade school rating system (A through F) based on whole school performance (50%), whole school growth (25%), and bottom quartile growth (25%).

• Establishes bonus points for high schools (up to 8 points) for graduation rates, Advanced Placement/International Baccalaureate performance, SAT/ACT scores, and industry certifications; middle schools (up to 10 points) for dropout rates and attendance; and elementary schools (10 points) for attendance.

• Requires the State Department of Education to develop and annually publish school site report cards including grades, improvement information, ESEA compliance status, and return on investment indicators, with distribution to parents by school districts.

• Takes effect July 1, 2015, with an emergency clause for immediate implementation.
