Creates the School Report and Assessment Calculation Review Task Force with 15 members, to terminate December 31, 2015, chaired by the Secretary of Education or designee.

Task Force membership includes two House representatives, two Senate members, State Department of Education representative, school board and superintendent organization representatives, parent organization representative, higher education experts in psychometrics and statistics, school administrators, and classroom teachers.

Appointments to be made within 30 days of enactment with organizational meeting required within 60 days; members may be reimbursed for travel expenses contingent on available public or private funds.

Task Force shall investigate and recommend on calculation metrics for the A-F annual report card and evaluate whether the evaluation system is clear, transparent, statistically trustworthy, credible, and aligned with student assessment.

Study must be completed by December 31, 2015, with recommendations submitted to State Board of Education, Governor, Speaker of House, and President Pro Tempore of Senate; emergency clause allows act to take effect immediately.
