• Service providers must contribute $0.75 per retail local exchange access line to the Telecommunications Technology Training Fund until reaching $7,000,000 total, with funds administered by the Department of Career and Technology Education for teacher and administrator training in telecommunications and distance learning.

• Establishes "Special Universal Services" including toll-free phone access for not-for-profit hospitals, public schools, public libraries, county seats, and telemedicine services for health facilities, with competitive bidding requirements and exemptions for small contracts under $10,000 or single-carrier areas.

• Declares an emergency clause for immediate implementation of the act upon passage and approval.
