Amends 26 O.S. 2011, Section 14-105 to allow registered voters to apply for absentee ballots in person, by mail, telegraph, facsimile, or electronic communication designated by the Secretary of the State Election Board

Authorizes absent voters, nursing home voters, physically incapacitated voters, voters caring for physically incapacitated persons, veteran center voters, and those seeking permanent absentee status to apply for ballots for all elections in which they are eligible to vote

Treats applications from uniformed services voters and overseas voters as applications for all elections in which the voter is eligible to vote

Allows county election board secretaries to cancel absentee ballot applications when ballots are returned undelivered by postal service, with authority to delete application information from the Modern Election Support Application (MESA) and retain returned envelopes for 24 months

Becomes effective November 1, 2015
