Authorizes the Maintenance of State Buildings Revolving Fund to spend proceeds from state property sales on acquiring information technology tools and resources for state agencies and public trusts.

Caps total expenditures for information technology resources at $100,000.00 from the revolving fund.

Requires the Office of Management and Enterprise Services to publish annual reports by December 31 identifying the 5% most underutilized state-owned properties, including their value and tax roll impact if sold.

Mandates that annual reports indicate whether properties are owned by the Oklahoma Historical Society or listed on the National Register of Historic Places, with Oklahoma Historical Society approval required before sale of such properties.

Exempts the Oklahoma Ordnance Works Authority and the Commissioners of the Land Office from these requirements; effective November 1, 2015.
