Expands authorized personnel who may determine if mechanical restraint is medically necessary to include allopathic physicians, osteopathic physicians, physician assistants, and advanced practice registered nurses (previously allopathic physicians only).

Requires a face-to-face examination within one (1) hour after mechanical restraint is applied in emergency situations by an allopathic physician, osteopathic physician, physician assistant, advanced practice registered nurse, or registered nurse trained in restraint management.

Mandates that all mechanical restraint use, reasons, and duration be documented in the clinical record and signed by the attending allopathic or osteopathic physician, regardless of who ordered the restraint.

Prohibits mechanical restraint from continuing longer than absolutely necessary under the circumstances.

Takes effect November 1, 2015.
