Amends Oklahoma's Employment Security Act of 1980 to require predecessor employers to provide written notice to successor employers of all current or delinquent contributions, interest, penalties, and fees owed to the Oklahoma Employment Security Commission prior to sale of the business.

Establishes a penalty for predecessor employers who fail to provide required notice, as specified by Commission rules.

Entitles successor employers to recover actual damages and expenses from predecessor employers if notice is not provided as required or if the notice is knowingly false or fraudulent.

Effective date is November 1, 2015.
