• Specifies that weighted membership for nonresident students enrolled in online courses shall be based on the preceding school year's average daily membership rather than using the highest of multiple years.

• Establishes procedures for the State Department of Education to audit student enrollment data and complete district allocations by December 1, with final notifications to districts by January 15.

• Becomes effective November 1, 2015.
