• Creates the "Parental and Family Rights in Counseling Protection Act" codified as Oklahoma Statutes Title 59, Sections 1925.19-1925.22

• Prohibits state government and political subdivisions from restricting mental health providers from providing or patients from receiving counseling to address unwanted same-sex attractions, behaviors, identity, or gender-identity expressions

• Prohibits government from restricting parents' and legal guardians' rights to obtain such counseling, including sexual orientation change efforts, for their minor children

• Explicitly prohibits use of aversion therapy (involving physical pain, electroshock, or similar methods) to change sexual behaviors or gender-identity expressions

• Allows mental health providers to engage in sexual orientation change efforts with minors under age 18 and provides legal standing for providers, patients, or clients to challenge government restrictions in court with attorney fees for prevailing parties
