Prohibits use of taxpayer funds or governmental salaries for any activity licensing or supporting same-sex marriage.

Prevents state and local government employees from officially recognizing, granting, or enforcing same-sex marriage licenses while receiving state compensation or benefits.

Prohibits spending public funds to enforce court orders requiring issuance or recognition of same-sex marriage licenses.

Requires state courts to dismiss any challenges to the act and award costs and attorney fees to defendants.

Provides that judges violating the act shall be removed from office pursuant to Article VIIA of the Oklahoma Constitution, and declares the act effective immediately as an emergency measure.
