Amends Oklahoma Statutes 70 O.S. 2011, Section 35e to require superintendents, principals, or head teachers of public and private middle, junior high, and high schools to report quarterly to the State Department of Education the name, address, race, and age of students who drop out.

Requires the State Board of Education to tabulate dropout statistics by grade and school district, and make this information available to the Oklahoma Department of Career and Technology Education, Bureau of Indian Affairs, Military Department, and State Department of Health.

Mandates the State Department of Education to submit an annual report to the Legislature prior to each regular session containing compiled dropout information.

Defines "school dropout" as any student under age 19 who has not graduated from high school and is not attending any public or private school or receiving an education pursuant to law for the full term of the school district's session.

Declares an emergency so the act takes effect immediately upon passage and approval.
