• Makes the Department of Transportation and county commissioners responsible for preventing thistles from going to seed on rights-of-way.

• Requires law enforcement to provide oral notice before administering breath or blood tests, including information that refusal results in automatic driving privilege revocation and mandatory ignition interlock device installation for at least 18 months.

• Becomes effective November 1, 2015.
