Amends 74 O.S. 2011, Section 1003 to modify the definition of "public agency" under the Interlocal Cooperation Act.

Adds city-county health departments created under Section 1-210 of Title 63 of the Oklahoma Statutes to the list of entities qualifying as a "public agency."

Maintains existing categories of public agencies including political subdivisions, state and federal agencies, public trusts, nonprofit corporations providing rural water/sewage disposal or mental health services, and political subdivisions of other states.

Defines the term "state" to include any state of the United States and the District of Columbia.

Becomes effective November 1, 2015.
