HB 1614 Summary

• Creates the Oklahoma Transportation Network Company Services Act requiring transportation network companies (TNCs) to obtain a permit from the Corporation Commission and pay an annual $5,000 fee to operate in Oklahoma.

• Establishes driver requirements including criminal background checks, driving history reviews, minimum age of 19, and prohibition of drivers with certain criminal convictions within the past 7 years or more than three moving violations in the past 3 years.

• Requires TNCs to maintain zero-tolerance drug and alcohol policies, implement nondiscrimination policies based on destination, race, color, national origin, religion, sex, disability or age, and prohibit cash payments and street hails.

• Mandates primary automobile liability insurance of at least $50,000 per person/$100,000 per incident/$25,000 property damage while logged in, and $1,000,000 combined coverage while actively providing rides; permits insurers to exclude TNC-related coverage.

• Grants exclusive jurisdiction to the Corporation Commission for TNC regulation and prohibits political subdivisions from imposing taxes, licenses, or operational requirements on TNCs or their drivers; effective July 1, 2015.
