• Amends driving under the influence (DUI) and driving while impaired laws to require specific distribution of fines collected: 50% to District Attorneys Council Revolving Fund, 25% to arresting agency, 15% to court fund, and 10% to court clerk.

• Prohibits courts from waiving fines entirely for DUI and driving while impaired violations; courts may only reduce fines by applying equal percentage reductions across all assessed costs and fees.

• Preempts all municipal and political subdivision ordinances relating to DUI and driving while impaired offenses, except for municipal criminal courts of record, making existing conflicting local laws void and unenforceable.

• Effective November 1, 2015.
