Replaces end-of-instruction criterion-referenced tests with a single ACT-aligned assessment for grades 9-12 beginning 2016-2017 school year, eliminating subject-specific end-of-instruction test requirements.

Requires State Board of Education to develop standards for ACT assessment preparation instruction and adopt assessments for grades 3-8 aligned with Oklahoma subject matter standards by 2016-2017.

Changes high school graduation requirements from multiple end-of-instruction tests to demonstration of mastery in four subject areas (Mathematics, English, Science, United States History) through a single composite assessment or subject-specific alternative assessments.

Allows students entering ninth grade in 2016-2017 and later to meet graduation requirements through the composite ACT-aligned assessment, alternative subject area assessments, or approved standardized tests (ACT, SAT, AP, CLEP, IB).

Effective July 1, 2015, with emergency clause allowing immediate effect upon passage and approval.
