Increases minimum classroom instruction requirements for Oklahoma public schools from 180 days (or 1,080 hours) to progressively higher levels from 2015-2016 through 2020-2021, adding one additional day per year.

By 2020-2021, schools must provide at least 185 days of classroom instruction or 1,110 hours annually, with districts able to choose either day-based or hour-based compliance.

Allows districts to count up to 30 hours annually of professional meeting attendance, up to 12 hours of parent-teacher conferences, and accommodates extended-day schedules for grades 9-12 with public hearing requirements.

Requires districts using extended-day schedules for high school to document student achievement improvements and report results annually to State Board of Education; failure to show improvement requires revocation of extended-day authorization.

Becomes effective July 1, 2015, with emergency declaration for immediate implementation.
