Expands the definition of mounted specimens subject to wildlife enforcement regulations from deer and turkey to all wildlife types under 29 O.S. 2011, Section 5-413.

Mounted specimens shall not be placed alongside state or interstate highways for purposes of enforcing wildlife statutes.

Property used in violation of wildlife laws shall not be subject to seizure and forfeiture unless the person convicted is a habitual wildlife violator or it is the second or subsequent violation.

Declares an emergency, making the act effective immediately upon passage and approval.
