Amends the Oklahoma Higher Learning Access Act to expand eligibility for children of military personnel killed or disabled in service after January 1, 2000, and removes the requirement that they meet general program criteria (minimum GPA, ACT scores, residency restrictions).

Creates a new eligibility category for students in permanent custody of the Department of Human Services at any point during high school, allowing them to enter the program up to age 21 without meeting standard academic requirements.

Deletes or modifies income thresholds for adopted students in foster care, setting higher income limits based on adoption age: $150,000 for those adopted between birth and 12 years old, and $200,000 for those adopted between 13-17 years old.

Expands participation agreement requirements to allow students in permanent Department of Human Services custody after completing 10th grade to execute agreements and enter the program.

Effective date is July 1, 2015, with emergency clause declaring immediate effect upon passage and approval.
