Prohibits motor vehicle operators from allowing passengers to ride outside the passenger compartment on Oklahoma streets, highways, or turnpikes.

Exempts passengers riding on private property, in parades, or at special events from the outside-riding prohibition.

Allows persons riding in pickup truck beds if secured with a federally approved restraint system.

Establishes penalty of $10.00 fine and $15.00 court costs for violations, with no points assessed to driving records.

Effective date is November 1, 2015.
