Amends Section 153 of the Governmental Tort Claims Act to establish that state and political subdivision liability is exclusive and constitutes the full extent of tort liability arising from common law, statute, the Oklahoma Constitution, or otherwise.

Requires that when an action alleges tort liability based on the Oklahoma Constitution or state law other than the Governmental Tort Claims Act, the state or political subdivision must be named as the defendant.

Prohibits naming individual employees as defendants in such actions when acting within the scope of employment, except as alternative allegations that the employee acted outside the scope of employment.

Provides that liability limits established in the Governmental Tort Claims Act apply when courts find tort liability based on the Oklahoma Constitution or state law provisions other than the Act.

Declares an emergency effective upon passage and approval by the Governor.
