School districts with average daily membership of 30,000 or more located in counties with 500,000+ population may contract with public or private nonsectarian entities to provide educational and administrative services.

Contracted educational services may include instruction in core and noncore academic subjects at one or more school sites within the district pursuant to an educational services contract.

Educational service providers, their employees, representatives, and all services provided under an educational services contract are exempt from all statutes and rules relating to schools, boards of education, and school districts to the same extent as charter schools under the Oklahoma Charter Schools Act.

Students receiving services from a contracting entity remain students of the school district for all purposes including attendance, funding from all sources, and accountability.

Effective date July 1, 2015, with emergency clause for immediate effect upon passage and approval.
