Extends timeframes for lien claimants to request owner information (5 to 7 business days) and to send notice after receiving owner information (7 to 10 business days); allows up to 30 business days for resubmission of title applications with typographical errors instead of 15 days.

Authorizes lien claimants to charge $20 processing fee plus postage; allows recovery of titling agency fees exceeding $5.00; permits property disposal upon approval of corrected forms with adjustment of storage fees for errors.

Makes knowingly false statements in lien proceedings a felony offense for both lien claimants and vehicle owners; establishes emergency effective date.
