Amends 74 O.S. 2011, Section 1371 to update the name of the "State and Education Employees Group Insurance Board" to the "Oklahoma Employees Insurance and Benefits Board" throughout the statute.

Eliminates the requirement that the Oklahoma Employees Insurance and Benefits Board set monthly health insurance premiums for active employees equal to monthly premiums for retirees under 65 years of age, effective for plan years beginning January 1, 2007 and thereafter.

Removes the same equal premium requirement for HMOs, self-insured organizations, and prepaid plans for active employees and retirees under 65 years of age.

Retains all other provisions related to benefit plan offerings, enrollment procedures, default benefits, and health maintenance organization requirements.

Becomes effective November 1, 2015.
