Amends 82 O.S. 2011, Section 862 to authorize the Grand River Dam Authority to appoint CLEET-certified volunteer reserve officers for enforcing rules, regulations, and criminal laws within the district's boundaries.

Law enforcement officer employees retiring due to length of service or disability may retain custody and possession of their sidearm, badge, and vest.

The General Manager may award a law enforcement officer's sidearm, badge, and vest to the spouse or next of kin if the employee is killed in the line of duty or dies while employed by the district.

Allows the General Manager, department heads, and other essential employees to use district-owned vehicles for transportation between residence and workplace, and for official duty-related travel.

Declares an emergency, making the act effective immediately upon passage and approval.
