• Renames the "Oklahoma Medicaid Program Reform Act of 2003" to the "Insure Oklahoma Medicaid Program Reform Act of 2003"

• Removes the "small business" size requirement limitation, allowing for-profit employers with up to 250 employees and not-for-profit employers with up to 500 employees to participate in the premium assistance program

• Authorizes the Oklahoma Health Care Authority to seek federal waivers to expand the premium assistance program to include employees whose family income does not exceed 250 percent of the federal poverty level

• Creates the "Health Employee and Economy Improvement Act (HEEIA) Revolving Fund" in the State Treasury to fund the premium assistance plan using federal financial participation and other authorized monies
