HB 1723 Summary

• Allows four state agencies to opt out of information technology management requirements under Title 62, Section 34.11.1 et seq. and personnel restrictions under the Oklahoma Personnel Act.

• Eligible agencies are the Oklahoma Department of Labor, Department of Tourism and Recreation, Department of Mental Health and Substance Abuse Services, and Board of Dentistry.

• Agencies opting out may independently acquire, operate, and maintain their own information technology systems and make employment decisions without oversight from other state officials or entities.

• Opt-out decisions must be made by the governing board or chief executive officer and communicated in writing to the Director of the Office of Management and Enterprise Services by September 30, 2015 (first year) or June 15 (subsequent years).

• Agencies may make opt-out elections beginning September 1, 2015 and on July 1 of each of the following two fiscal years.
