Amends the Oklahoma Open Meeting Act definition of "public body" under 25 O.S. 2011, Section 304, to clarify exclusions and scope of public bodies subject to open meeting requirements.

Excludes the Workers' Compensation Commission when deliberating appeals before the Commission en banc from the definition of public body.

Clarifies that "videoconference" means interactive telecommunication devices with both visual and auditory communication, and deems any reference to "teleconference" in state law to mean a videoconference.

Specifies that a majority of public body members may conduct business via videoconference as authorized by Section 307.1, with both visual and auditory functions required to be utilized.

Effective date set for November 1, 2015.
