Designates the act as "Ashlen's Law" relating to public health and safety and vital statistics registration in Oklahoma

Amends 63 O.S. 2011, Section 1-301 to modify the definition of "fetal death" to specify that it occurs after the fetus has advanced to or beyond the twelfth week of uterogestation, removing prior language about a period of gestation prescribed by the State Board of Health

Provides comprehensive definitions for vital statistics terms including live birth, stillbirth, certificate of birth resulting in stillbirth, dead body, final disposition, disinterment, and related concepts

Defines institutional requirements and the roles of physicians in vital statistics registration and certification processes

Effective date of November 1, 2015
