Amends Oklahoma law to authorize the Tobacco Settlement Endowment Trust Fund Board to expend earnings for endowed chairs relating to research, treatment, or prevention of cancer and tobacco-related diseases at University of Oklahoma Health Sciences Center and Oklahoma State University College of Osteopathic Medicine, with minimum funding of 2.5% of annual trust fund earnings.

Authorizes Board to fund residency programs related to cancer and tobacco-related disease research, treatment, or prevention, requiring a minimum 2.5% of annual earnings to be matched with Medicaid federal funds through the Oklahoma Health Care Authority.

Establishes annual funding of $1,700,000 for the Jimmy Everest Center for Cancer and Blood Disorders through University of Oklahoma Children's Hospital.

Grants exemptions from Oklahoma Central Purchasing Act requirements for grant awards and permits confidentiality of solicitations and applications until award announcements.

Effective date November 1, 2015.
